how does 'soundcheck' work?

Can anyone please tell me how itunes 'soundcheck' works when burning a cd? Specifically, does soundcheck simply adjust the maximum volume of all the tracks to the same level, keeping the dynamics, or does it compress the tracks, which I don't want at all?
