Make the cursor between the letters move faster?

Hi all,

I reformatted my mac and I am setting some settings back to they way I used to have it. However, I cannot find how to make the blinking cursor to move faster than the slow speed it is set up to run at.

Also, change the speed of the deleting something faster.

I am running 10.5.4 if that helps.
