Panning pictures within a picture frame

Is it possible in Keynote 08 to pan & scan on a picture, but within a frame ?

I know you can always create a movie with Ken Burn effect in iPhoto or iMovie and then import it in Keynote. However, videos cannot be framed as picture do ?

One way to do this would be to create a full-slide graphic that includes the frame, with a "hole" where the photo should go. You would then place the graphic on the slide, place the photo behind it, and use a Move action to move the photo. A graphics application like Photoshop or Graphic Converter can create the appropriate graphic.

This could be the closest thing to what I'm looking for. In fact, it comes down to "masking". I didn't think of it in those words before, but when I now search the forum for "masquing" I found essentially the same question here:

It would be very powerful though to be able to apply separate build effects to an image and its mask. But I realize now that Keynote may not have this feature.
