Government Discount on Rate Plan at Apple Store?

The AT&T store said I could get the government discount on the iPhone 3G rate plans.

But since the AT&T stores are out of stock, I'm wondering if I can still get that discount on the rate plan if I bought and activated at an Apple store. Anyone know?
