cant install app, "billing problem with a previous purchase"?????

I'm getting an error trying to install apps, it says there is a billing problem with a previous purchase. Go to the iTunes Store on your computer and click purchase history to resolve the problem.

Nothing shows up in purchase history..... Now What?

I have the same problem and I deleted the credit card and added it again, but it did not work. My problem is with downloading a free application. It seems iTune is trying to get authorization from the credit card with a $0, which fails all the time, there is no credit card authorization for $0. I don't know why they need authorization for a free software?

I appreciate any additional suggestions

I had the same "billing problem with a previous purchase" warning, about an app that I had already downloaded and installed on my Touch. The system doesn't let me buy anything until this issue is solved.

When checking my account, I still owed the app's price, and they were asking me to update my credit card info. Everything was OK except a rare omission, the 3-digit security code. I added it again, thinking in how it was possible to purchase everything else in the past if that data was missing... I added it on the iTunes account AND my Apple account.

Well, the problem wasn't solved. Now the system insists in adding a "valid" security code. I checked again and again, and that code is correct. In fact, ALL of my credit card info is now complete and correct.

What is going on? I seem to recall reading it is a bug or something of the App Store? I cannot purchase anything else until this issue is solved. I want more apps!!

Any comment would be greatly appreciated, thanks.

Well, up to this day I've got two nice, but not very helpful emails from iTunes Support. They say they can't do anything from the iTunes side, and it might be a bank's problem, something I'll check asap.

In the meantime, I was suggested to use PayPal and Gift Cards, or create another account, as a solution for my pending "unpaid" purchase. Not sure if those are solutions or work-arounds, but I was hoping the recent iTunes 7.7.1 had something under its sleeve before trying anything else. No luck.

Besides, it seems PayPal and Gift Cards aren't available in my country (MX) via iTunes. I do have a PayPal account, and would be very glad in using it for future purchases, but I find all this trouble really unnecessary. I already have an account. It might work.

OK, solved. It's running fine and I was able to download my free updates and purchase new ones.
For anyone interested, in this case it was a bank issue, NOT from iTunes.
Call your bank about any CC issue with the store. It seems sometimes they block credit cards when something looks suspicious (I imagine lots of tiny purchases like in this store), and mine was restricted till they can confirm they are legitimate purchases. I had to call them first, by the way...

mine finally worked. instead of a billing problem message, the message changed to saying i had to repurchase everything to upgrade. so since they were free apps, i basically got charged "free" again to download the newest version. a few days later i received an email receipt from itunes detailing the transactions. so this has turned out fine. i don't know what i'm going to do when my paid apps update though. i don't feel i should have to buy them again, which is essentially what i did with the free apps.
