OS 10.3.9 running very slowly

I'm working on an eMac G4 computer running OS 10.3.9 and is currently operating much slower than it was previously. I've run disk utility and TechTool Deluxe and it seems that all things are in order however the operating speed is still slow. AppleWorks starts but takes a few minutes and the response to typing leaves something to be desired as typed words take ~15 seconds to appear on screen. Other programs are similar with very slow start up times and slow operations. I'm out of ideas besides reformatting the disk. Any other ideas for checking/fixing the performance characteristics?

How much HD space do you have dree? OSX needs several GB free at least and at least 15% of your total hard drive space always empty is a good number to target.
