passcode / auto-lock issues since setting exchange account

After setting up my exchange email account on iphone 3g, two things changed on my phone.

1) It forced me to install a passcode.
2) It made my max "auto-lock after" time 5 minutes.

My main problem though is that push email doesn't work while phone is asleep (when I say asleep I mean the screen has gone off)

Ideally I want my phone to alert me when I get an email if it's been in my pocket for a few minutes. In it's current state, if I wake the phone (by pushing the button and sliding the unlock bar, it's not until I push the mail icon that it seems to do a fetch. That's also weird as I have fetch set to manually.

Push email works fine when the phone isn't asleep, which is nice, but doesn't help me when I really need it.

Does anyone else have this problem, and is there a way to change it?

I used the configuration utility and set a password and lock policy. However, the max time is 5 minutes in the config utility. So I edited the policy manually with a text editor, for example:

<key>maxInactivity</key>
<integer>30</integer>

to get a longer time. Now the AutoLock max is 5 and the Passcode Lock max is 15.

Push seems to be working when my phone is sleeping, but I don't know if anything I did made it so.
