Same icons on Dock for all users

I am in a college lab environment where students will be logging in with active directory user id's and passwords. I need them to have the same applications in the dock no matter which computer they log in to. So my question is: How do I make the dock the same for all users (local or network)?

iMac, eMac, G5, G4, Mac OS X (10.5.4)

create the desired dock in a user account (preferably a fresh test account)

go to that user account home folder/library/preferences and copy com.apple.dock.plist

paste it in harddrive/system/library/user template/english.lproj/library/preferences

i also copied in harddrive/system/library/user template/non_localized/library/preferences because i was getting impatient and it kind of sounded right for a non local account.....

the only annoying thing i don't think i can overcome is it puts a time machine icon on the dock that i DID NOT have on the original dock, lol, oh well! other than that, it works great.

i was then having issues about network home drives. some users are on a dfs so it would prompt them a second time after logging in for that or not let them log in at all. i unchecked "use UNC path from active directory..." and told it to create a mobile account with out asking for permission then using a program called deep freeze to disregard all changes made to the computer so that it wouldn't save a users profile on the system locally.
