iPhone will not turn off.

When I hold the Hold button and slide to turn off, my iPhone will restart itself.

Is this how it's suppose to work?

I'm leaning towards not because my iPod touch will turn off.

I placed the iPhone on a flat surface (my desk) and held the Hold button. Whilst avoiding the temptation to grope my iPhone, I gently slid my index finger across the slider. The spiral appeared and it shut down... for about 2 seconds then the screen flashed and the Apple logo appeared. BAM!
