drag and drop a ring tone or aiff or mp3 or whatever sound file into a channel in garageband. Turn the preamp volume all the way up- it's the slider under the heading mixer. You can also use effects to boost it or tweak the sound. Double click on the track picture. Select the type of instrument you want- it doesn't really matter. Click Details arrow in the bottom left corner of the track info window and select the effects you want. Change anything keep adding more. This can take it from a little louder (what I use with my ringtone) to quite a bit louder and somewhat messed up. I haven't been able to get a whole lot louder and still keep the sound clean but it really should be possible.

I've got two - besides the one that's listed. BTW, the iPhone Ring is an Apple iLife sound - Library>Audio>Apple Loops>Apple>iLife Sound Effects>Work-Home>Cell Phone Ringing.caf

The two that I like besides that one came on a SE 710a that I had a few years ago and made copies of - their Doctor's Phone and Office Phone ringtones.

I'm not big on posting links, but you can use Google for "doctors phone ringtone", click on the first link. The second is a pain to find on the web because people are looking for the theme song to the TV show - you can find it at Zedge.net, second link for "Office Phone". I use the Office Phone ringtone on my VZ Treo, a device that has absolutely terrible ringtones that are generally inaudible from more than a few feet away - now I know when it's ringing... All three are great choices for the iPhone.

I'm a windows user along with a mac user, so I use either Sound Forge or Audigy to modify sounds. What I do is open the sound and increase the volume of the sound as loud as I can without distorting.
Then save it, then do the conversion to an iTunes ringtone. Makes most all of my ringtones as loud as I need. I'm not sure of doing the same in garageband.
