On the rare occasion, when I turn on my computer not all the icons in the dock load. Usually when I restart the computer, they load just find once again. Is there a way to restart/reload the dock without restarting my computer, so the icons appear?

You could try relaunching Finder.
First press Option + Command + Escape to open the Force Quit window.
Selecting Finder and force quitting it will make it automatically relaunch. That may be a neater alternative that restarting the computer.
You can also use the application "Activity Monitor" (Utilities folder). Find the process named "Dock" and then push the "Quit" button. The Dock will quit and relaunch.
