Making International Calls - Bahamas specifically

I was in the Bahamas a couple weeks ago, and I was unable to make calls even though I had service. Several friends who also had AT&T carrier phones that weren't iPhones had no problem making calls. I tried everything - turning off international assist, turning it on, etc. I believe the problem was that the phone would not allow me to dial the "1" before the area code and phone number. I tried to change my contact info (I was calling my wife), but regardless of if the iPhone had the "1" in the contact or not, it still would not let my call go through.

I'll be going on this trip again, and I need to know how to make calls from the Bahamas using my iPhone. Anyone have any suggestions or faced this before?

Thanks for the help.

You need to call your carrier and "provision" international calling.

For AT&T: http://www.wireless.att.com:80/learn/international/roaming/international-roaming .jsp

"Before leaving the U.S or Canada, please call 1-800-331-0500 or visit a retail store to verify international services are activated on your account* or to get information on discount offers.
Note: Your payment history and the length of time you've been an AT&T customer will be factors which determine your eligibility for this service.
*To avoid toll charges when using your device in a North-American Numbering Plan Country (Canada/Caribbean) or on a cruise ship, you must have pay-per-use international roam activated before using your service."
