Hi,
I'm new to mac , and trying to setup my environment. Could you please let me know which the best cvs client for mac. I googled, and found out smartcvs as the best option, but the download URL http://www.syntevo.com/smartcvs/download.html is not working. Thanks for your help.

Welcome to the Apple boards:
First thing I would do would be to email syntevo.com and let them know their link is broken.

Other than that I can't help, not being familiar with the software.
You might try dogpiling for it
Here's one result:

Not too many? Only people who do maintenance and development of legacy systems.

How many developers do you think actually take the time to convert their projects from CVS to SVN, potentially losing all their change history in the process? (I know there are utilities for converting/importing, but they don't always work.)

As it happens, SmartCVS is still being actively developed. The last release was May 26, and a new version is in beta.
