Bluetooth Internet Connection Sharing possible?

Is it possible in Leopard to share my internet connection via bluetooth with a PC running vista?

I have bluetooth enabled, bluetooth internet connection sharing enabled (in advanced bluetooth prefs), and internet connection sharing on with bluetooth PAN on.

however, i can't seem to get my PC to recognize the mac as a bluetooth PAN device.

any ideas?

(note, i'm trying to share my WWAN connection --> PC over bluetooth)
