Most likely, but I don't think it was released in Russia and it does have a russian keyboard, so a feedback won't hurt.
They are not planning a release in Bulgaria.
Still, that should be irrelevant, since (1) there are enough Bulgarian (and other foreign-language speakers) in the US and (2) it should be an awfully easy software fix.
