iTunes library won't open at all??

on my shared computer, all the other users can open itunes with no problems. but every time I try to open itunes, it says "The iTunes Library.itl file is locked, on a locked disk, or you do not h ave write permission for this file." I've reinstalled itunes multiple times already. what do i do?!
