How can I load seminars to 50 new shuffles so they cannot be deleted

Hello experts. I think I have a tough assignment and I need your advice. My client hired us to load some seminars to 50 new shuffles. They want to give a shuffle to each of their people. They do not want their people to be able to delete the seminars. Their people can add their own content if they wish to the shuffle, just not delete the seminars. Is this possible?
