Safari can not be deleted from the iPhone. There are two possibilities

1. You moved it to another space. Use your finger and swipe! that should change the space. Sometimes IconServices or other background services may cause the icon not to appear so restart the phone before you restore!

2. You are an advance user and jailbroke your iPhone and using 3rd party un official tools, you were able to delete Safari. If this is the case then you'll need to speak to people in that community for support on how to get Safari back. If you did Jailbreak your phone then it is possible that a simple restore will not be able to fix your problem because a restore may end up bricking your device.

As mentioned, the only two ways it can be deleted (baring a software bug which could be a 3rd) is either you just moved it, or your phone is jailbroken as the default iPhone apps don't have delete options on them, only 3rd party installed apps.

So if it was just a software bug. Use the Restore option in iTunes to reload the OS to your phone.

You either moved the icon to another space on the iPhone, so you can flick to see if that fixed it- Or go to "Settings, General, Restrictions" and see if that's turned on... If it is, make sure "Safari" is enabled.

Your iTunes should actually have a backup so when you re-sync it should add the software back to the phone... But if those don't work and you did Hijack the iPhone you may to have to try some Google searches or go back to those forums for extra details.

Like One Orange Tree said, if you do that with the phone while it's Jail-broken then you may actually brick the phone rendering it useless.
