If you installed Developer Tools you should already have it. Just type Property List Editor into Spotlight and it will be the top hit. It is located here on my machine:

/Developer/Applications/Utilities/Property List Editor.app

I may have tinkered with the folders though. Spotlight will bring it right up.

Any text editor can open and edit .plist files.

The developer tools are on your Leopard DVD. Look for the Xcode installer.

Provided they're not binary .plists.....

For performance reasons, In OS X 10.4, Apple changed the default format of (preferences-system-generated) .plists from plain text (XML) to binary, so it won't work to try to edit them in a text editor without first converting them.
