Is Genius Suppose To Synch Bi-Directionally?

I can't get Genius playlists to sync from iTunes to my iPod Touch consistently. I've created several, and only one or two will sync to the Touch. However, all of the Genius playlists that I create on my Touch will sync over to iTunes.

Is anyone else having this issue?
