"Insufficient Store Credit" message.

Okay, so I am trying to download an app in the Itunes store that cost's $9.99, however every time I try to download it, Itunes says that I have insuffient store credit, even though I have $10.33, anybody know whats going on here?

iTunes adds tax to the items that you are going to purchase, depending on your state you don't have enough funds to purchase that item because of the tax.

Yeah, most taxes are around 7-8% and that would do it.
