The Turkish keyboard is turned on- but where's the Turkish characters?

I've turned on the Turkish keyboard in my international settings, but I see nothing special. It's just a Qwerty keyboard. There is no ş, ı, ğ, ç, or capitalized versions of them either. Is it supposed to be like the Turkish querty keyboard. WHne I hit taht globe sympol, the label changes from English to "Türkçe", and teh space bar changes to "Boşluk". That's about it.
