How do I add a video filter effect to the timeline? I am trying to but when I select the video filter and drag it to the timeline nothing happens? Advice?

Try adding it from the Menu Effects>Video Filters>(filter of your choice)
Basically what im trying to do is insert an effect in a blank timeline. Is that possibe? When dragging the effect into the timeline all it gives me is a little X and the effect does not go into the timeline
It is quite possible that the filter you are applying (you don't mention which one) is set to values that do nothing at first because they need to be activated.
Click the clip to which you have applied the filter, twice.
In the Viewer, click the Filters tab. Make your adjustments using the controls there and you will see the changes reflected in the Canvas.

You can't apply an effect to a blank timeline.

Im trying to add the video filter "Lens Flare" Before a clip
You need to add it to a clip, even a color solid, but not to empty space
Ive done it before you can add "Lens Flare" to the timeline without placing it on a clip, i just forgot how to do it. Let me get your guys email so i can send you a picture of my timeline

No you really can't technically.
But you CAN add it to a slug. Sounds like that will work for you.
Actually guys I got it. THis is how I did it just now
- On the bottom right hand side of the view click the little clip that has an A in the middle
- Choose render
- Choose Lens Flare
- The effect will appear on the view then just drag and drop the effect into the timeline.
TADA!!!! An effect without using a clip you captured!

Then in that case, it's a Generator, not an effect.
