airport express admin utility problems!!!

when i open the admin utility and try to get into the airport settings to configure, it asks for a "base station password"......

now i had everything set up, but i may have got carried away with resetting and i went ahead and reset to factory defaults

from what i know, the default password is 'supposed' to be "public" but i have also tried the last 6# of the apple ID #...

a dialog box pops up and says

"An error occured while trying to access the base station. Make sure your connection is valid and try again.

Error Code: -4"

what do i need to do in order to access the admin utility?
