Release and Renew solved the problem for my friend who is on Vista (the problem was caused by our internet provider.

Are you using a proxy server?
Does this happen with all your browsers or only one?
Try this:
Run Network Utility.app (in Applications->Utilities folder) and select "Ping"
Enter the URL of one of the websites you can't access using the full URL
Example:
http://www.apple.com/startpage/
Then click "Ping" and see what happens.
You should get something like this;
Ping has started ...
PING
http://www.apple.com/startpage/ (8.15.7.117): 56 data bytes
64 bytes from 8.15.7.117: icmp_seq=0 ttl=52 time=36.916 ms
64 bytes from 8.15.7.117: icmp_seq=1 ttl=52 time=36.579 ms
64 bytes from 8.15.7.117: icmp_seq=2 ttl=52 time=35.206 ms
64 bytes from 8.15.7.117: icmp_seq=3 ttl=52 time=34.917 ms
64 bytes from 8.15.7.117: icmp_seq=4 ttl=52 time=35.447 ms

http://www.apple.com/startpage/ ping statistics ---
5 packets transmitted, 5 packets received, 0% packet loss
round-trip min/avg/max/stddev = 34.917/35.813/36.916/0.788 ms
If the Ping works, it's a browser issue.
If the Ping does not work, the address is being blocked by your ISP, a proxy or some other software on your system.
If your ISP is blocking you, you might try changing your DNS settings by following the instructions here:
https://www.opendns.com/homenetwork/start/
No guarantee, but then there usually is not 🙂
