The iPhone will play .3gp files, yes. .3gp is the file format defined by 3GPP. That format is handled by Quicktime (which is the only browser plug-in for video on the iPhone). (As a side note, iMovie '08 can export movies as .3gp files (using the "Tiny" export setting).

Whether or not you need a specific app to play the feed depends on the source. If a web address is used to access the feed, it will work on the iPhone.
