Borland C++ only works in WIndows, so you have to install Windows using either BootCamp or one of the Virtualization apps (Parallels; Fusion or VirtualBox).
OSX itself comes with XCode which incorporates the gcc compiler suite.
If the Borland C++ compiler that you have is meant to run under MS Windows then the answer is no. Mac OSx cannot run Windows based software/applications without some type of third party software. In most cases Windows will need to be installed to properly run Windows based software on an intel Mac.
