When one is full FCP starts using the other one. You can set up how much free space has to be on the drive before it is considered full in the scratch disk pane of "System Settings".
I'm trying to understand how the scratch disks work. If I have two external drives and set them up in the system prefs, how does that work with respect to where the files are stored? I have a larger project and I'm close to filling up a 500g drive and bought a 1T. Should I just transfer or can I bleed over onto the new drive? Thanks.

As long as you'll have both externals with you, just 'set' the capture scratch folder on the second drive.
Make sure it's formatted MacOS Extended.
When you set the scratch folder(s), it's best to set them on the root of the drive. Otherwise you might find a litany of scratch folders getting created.
