In your current setup, the Time Capsule (TC) is configured as a wireless client. The AirPort Extreme Base Station (AEBS), unlike either the TC or the AirPort Express Base Station (AX), does not have the capability to be configured as a wireless client.
In order for the AEBS to share a connected USB printer, the AEBS will need to be configured as a remote base station in a WDS. One option is to reconfigure the TC as both a bridge and as the main base station in the WDS.

So does that mean I need to create a separate wireless network? I apologize, I'm not extremely familiar with how to complete what you've suggested. I know I've seen the bridge mentioned before in the Airport Utility when I've been trying different things. Would you mind giving me some more specific instructions please? Actually I just tried messing around with Airport Utility, let me know if I'm headed in the right direction:
For TC wireless mode I want to "Participate in a WDS network"?
Then where does my WDS remote come from? is that the Airport Extreme? I've plugged in the AEBS but it's not showing up in the Airport Utility...
I'll mess around with it some more tomorrow morning. Thanks I'll let you know how it goes.

Ok, so some how I got it to work. At first doing what you were saying wasn't working. But now it seems to work.
I set up the TC in bridge mode as the Main WDS and the AEBS as a remote WDS, placed them on the same channel and added my 2Wire as the wireless network for the AEBS.
