You can do a number change for $36 or if you are really nice they may waive the fee. If you mean can you change the owner of the phone yes. Just switch sim cards (As long as both phones are 3G capable) and make sure to remove the data plan from the one line and add it to the other.
I replied to your other thread too, but yes this can be done. I gave a step by step in my other reply. You can check it out there, but basically get the iPhone with one line, switch SIMs, call ATT and have them switch the iPhone internet plan to the original line.
You can actually remove the data plan and take the lowest voice plan and keep it for two years and you will still meet the contract obligation. As long as you keep service for the two years ATT is happy. I did this quite often as an agent when people lost/broke their Iphone and did not want to buy a replacement.
That is if you have the 3G listed on the account as the phone in use. To have an Iphone 2G or 3G it is required that you have an unlimited Data plan. But if you switch out the phone you can remove the data plan 😉
Right on but ATT does not really consider the data plan as part of the contract just the voice service. So if you got an Iphone and then sold it on Ebay or something and switched to a regular phone on your account and let it run out without having the data plan then you obligation still has been met. Just keep in mind I am not awake yet so we may be debating something we agree on LOL.
I don't think they'll do it because you haven't met the contract obligation on your original phone since I assume that you would cancel the new number if they let you swap.

Will AT&T let me swap phones between my family account?
