iPhone ringtones in the UK

My PC recently downloaded, installed and rebooted all by itself because iTunes installed a new update - now on the latest version 8.xxx something (I am at work at the moment).
I now have a lovely new column inviting me to create ringtones from every song in my library. Turns out I can't do that. I have to purchase NEW versions of songs I already own legitimately on CD or purchased from other download sites, then pay more to create a ringtone from that song.

Leaving that massive con aside for a second, I decided as I have some spare credit in my account to purchase one of my favourite songs again, then purchase a ringtone version of it. Thus paying three times for a song that works fine in Mp3 format on my old Windows Mobile, Nokia, Siemens, Samsung...etc.

So I pay 79p for my song, it downloads, and jump on it, right click - "Create Ringtone, only to be greeted with the "error 11556 - Connection Error. Cannot connect to iTunes store".
This is weird, I JUST downloaded a song. I'm still signed in. I log out and back in again, try again, same error. So I Google the error. Every message board post I read seems to suggest that because I am in the UK, I cannot create custom ringtones for my iPhone, but they all seem fairly old - from May, June time. Is this still the case? If so, why on Earth does iTunes give me a connection error? That is entirely non-sensical.
More importantly, if this is true - ***? I've been able to have custom ringtones on my phone right back to when I had a Nokia Communicator about 9 years ago. Have I paid almost £200 AND £30 a month for a phone with such limited ringtones that I can't find one that I can actually hear in a busy room?
I'm also 79p down on the deal, as iTunes has effectively lied to me by suggesting I can create ringtones, when I can't.

I have emailed Apple Support, who have replied asking for the purchase number, which I gave them, and am yet to hear back. Does anyone on here have a definitive answer as to what is going on?

Thanks for the reply, I thought that might still be the case. However, this is not made clear - or as far as I know, stated ANYwhere in iTunes, the store or on the Apple website.
They have ripped me off to the tune 79p for the song I already owned, and sold me a massively overpriced phone if it doesn't have even this basic functionality.

I will asking Apple for a refund of my 79p in this case.

Hi there. I have found a site that not only provides instructions on how to do this, they also have many 1,000's of ringtones that are totally free. When you locate a ringtone that you would like, all you have to do is click on the download link and it goes straight into iTunes for you. Once you have synced you will see the new ringtone in your menu, that easy.
