Eventually Apple will fix it! I do not view it as a bug, but rather missing functionality - or incomplete functionality - that should have been included in the original software.
I've been going to school in Newfoundland for the past few years. Newfoundland is in its own little time zone, GMT -3:30. Unfortunately, there doesn't seem to be a city in that time zone in the ipod setup. Consequently, I have to change the time as well as the city whenever I travel. Can anyone think of any workaround or solution?

I am also affected by this issue and find it annoying. I also have filed my feedback with Apple and continue to look to these forums for a solution.

All I can suggest (other than moving back to Labrador) is that you submit this form and tell Apple you want to have the Newfoundland time zone included in future iPod Updates:

I just checked on my ipod, It seems to jump from Caracas(GMT -4:00) to Buenos Aires(GMT -3:00). I'm in canada and near your province but I use GMT -4:00.
I find it odd that the iPods time zones do not recognize Newfies(Newfoundland).
Try looking through there to see the locations might might have the same timezone(I couldn't find any), other than that I can't think of any other workarounds.
Accutally another note, your on Mainland Newfoundland and not Labador correct? Since Mainland uses -3:30 but Labador uses Altantic.

You're right, I'm on Newfoundland proper (the island part), so I'm in -3:30... Grew up in Labrador, but that's off-topic... 🙂

In addition to contacting Apple, perhaps there's one other strategy that might bring the matter of the misssing Newfoundland time zone to a quicker resolution.
If you bring the matter to the attention of your provincial MHA and/or federal MP, they might be able to contact someone in Apple's Canadian office and ask them if there's a particular reason why all Canadian time zones were not included in the iPod. And let the Canadian office know it would reflect well on their corporate residency if they were able to get Apple to address this matter.
I'm not suggesting any government can solve this problem, just that they may be able to make it a bit more prominent on Apple's radar screen.

I've noticed that the Newfoundland time zone can be selected in the My Settings selections for the New Discussions.
(There, I've said something good about the New Discussions!)
Perhaps that's a harbinger of things to come ... whatever that means.

And get more Newfoundlanders to fill out the form. I've been disappointed in this since my 3rd G ipod.
