Frozen blue screen and cd won't eject

My screen gets stuck on the start up blue screen. I have a cd in the drive that won't eject so I can't insert the system cd and run disk utility. I just got it back from the shop for a fan to be replaced. It started up fine when I got it back but now isn't working. Any suggestions?
