What is Front Row used for?
Is this just a short cut to my videos, music, pictures, etc? If not, what is this used for?

Basically, but with a more clean, simplified interface. Think of it as eye candy.
I hardly ever use it myself since my computer is in my office and it's just me, but I can see how FR would be a great way to show off your multimedia if your Mac is in the living room or was using it during a party.
