Can i purchase music on the atv?

Yes.

if i purchase music on my itunes after the intnitail sync will it continue to up-date the library as I purchase or add more music to my primary library?

The Apple TV needs to be synced again for the additional music to appear on it.

The tv will be automatically updated regularly, if this update process doesn't occur quick enough for you, you can always force a sync by selecting the sync/apply button (bottom RH corner) on your sync option pages.
