The System Profiler needs to be in the /Applications/Utilities/ folder for that option to be available. If it isn't on the hard disk, use Pacifist to extract it from the Mac OS X 10.4 installation disk and then run the combo updater for your Mac OS X version.

Repair permissions & restart your computer. Go to Applications/Utilities/Disk Utility and select your volume and then select Repair Permissions.

If you are still having issues with the System Profiler then follow Niel's advice. Go into the Applications folder & look for the Utilities folder. The System Profiler should be inside the Utilities.
If it is not, use Spotlight to locate & drag the app into the Utilities folder.
If Spotlight is unable to locate, again follow Niel's advise regarding downloading Pacificts.

An easier way: Click on your desktop.
Go to the menu at the top of the desktop & click on GO
Scroll down & click on Utilities

Once the Utilities window opens up look for the System Profiler application.
