I know in the USA in the iTunes Store USA
we have a section on the bottom right of iTunes Store called Top Free Apps, and they show the top 100 free apps.
And then you can also choose Apps by category, and each category has their own Top Free Apps section for that particular category you are viewing.
The App Store on the iPhone also has a similar feature in the Top 25, tap on Top Free, and it will show up to a total of 50 free apps. Also if you choose category it as well will have a top free area for each category.
