I have the same problem and can´t live with the volume limit of an Ipod Classic bought in the EU and like to unlock it.
That is not the same problem. The other posters are referring to the volume limit found on the
Settings menu. This is used, usually, to restrict the maximum volume of a child's iPod, to stop them damaging their hearing due to their lack of knowledge.
The EU *volume restriction* you are referring to cannot be removed on newer models of iPod, including yours. I believe the tools you mention did de-restrict older models.
There are booster amplifiers that you could use, but it would be remiss of me if I did not caution you about damaging your hearing if you listen too loudly when boosting volume. I found that extremely good quality headphones compensate for lack of volume. Yes, I am being serious. When I use my Bose on-ear headphones I do not use my Altoids amp, a small booster amplifier I use with most other headphones I own.
