are you buying APP from your country specific iTunes Store?
download it to your itunes first
then sync it with your iphone -

I try to download to the itunes store first! The error message appears in itunes.
I use the german itunes store.

make sure that you have iTunes software version 8.0.2
make sure that you are not using a debit card
make sure that you have enf credit on your credit card
other than that i don't see any answers for your error code sir am sorry -
