Can't get on internet with Safari 3.2 or Firefox 3.0.5

Hello all,

I am totally frustrated! I cannot get on the internet with either of the above browers except when I get on some neighbor's network. I cannot get on by just using an ethernet cable. This is terrible. OK . . . I have done the following (in no particular order)
1. cleared history
2. reset Safari
3. uninstalled Flashplayer 9
4. installed Flashplayer 10
5. emptied cache
6. setup and tried another user
7. uninstalled Safari
8 installed Safari again
9. unchecked fraudulent sites

When I check the system preferences, it says I am connect to the internet. Too bad this isn't true!
I have Earthlink.

Where is the report I see people posting?

I seem to be talking to myself here, BUT I think I have fixed my problem. I tried everything suggested in this forum; then I decided to try a different modem. Earthlink was supposed to send me a new modem if I paid the shipping. However, when I opened the box, I found a refurbished modem which I have been trying for weeks. I set up the old one, and now things are working. I even got my new Airport Express set up and working for the moment! Who knows if this will last, but I thought I would post it as a suggestion for people to check out their modem.
