problems connecting to the itunes plus link in itunes

hello all, for the past 3 hours i have been having issues when i try to go to the "itunes plus" section of itunes as i want to upgrade my library, it tries to connect and than spits up an error message saying "we can not complete your itunes request,the network connection timed out" now i am online, i can access all other areas of the itunes store, and i can get to all websites, i even ran the diagnostics within itunes, so i am online, could this be an apple issue?
