Download Carrier Update Setting in iTunes?!!?

Plugged the phone to sync it asked me if I want to download an update to my carrier settings. Can anyone tell me what that is? Click check update when you plug your phone in iTunes and let me know if you get it as well?

 MacBook Blk 250HD 2.4GHz 2G, iPhone 2G 8GB & 3G Blk 16GB, iPod Touch 32G , Mac OS X (10.5.4)

I did and I installed it. More than likely it's something AT&T is doing. It has not affected my iPhone at all.

Something from AT&T. You need to do it.

It takes about 2 seconds. It is very minor and very quick.

Any one had an error say:

'iTunes could not update the carrier settings on your iPhone. You do not have enough access privileges for this operation.
Make sure the network settings are correct and your network connection is active, or try again later.'

Is this carrier update tied to firmware version 2.2.1? Can I do the ATT update now without having to upgrade iPhone's firmware?

I'm having the same issue for some reason I can't update my phone from my macbook.
I get the error "You do not have enough access privileges for this operation." I have to us a PC to do the updates. Whats up with this? I have Admin priv. not sure if it's an issue with a .plist file or what. I have total access to my network. Help anyone?....
