Romanian language settings

What settings do I have to make to get Ş Ţ ş ţ when I type and NOT Ș Ț ș ț as I do when I choose Romanian in the Systems Preferences-International-Input menu-Romanian Standard. It might seem to be a minor thing, but it creats problems with links, etc. in Wikipedia f. ex.

By the way, if I choose Romanian instead of Romanian Standard, I do not find ș and Ș at all. Which is strange, because they are absolutely necessary in Romanian.

Comma below is correct and cedilla below is not. That's why current keyboard layouts make them with commas.

I'll see if can find a layout that has the cedilla variety easily available....

Could you give some more details on this problem, an example?. That's unfortunate if people are still using cedilla below on the internet.

That layout is for use by people in Romania or other parts of Europe where the physical keyboard has one extra key, where the missing letters can be found.

Now I know more details (from the discussion pages of Romanian Wikipedia). It seems that Romanian Wikipedia uses the "wrong" letters (with cedilla below), and are planning to go over to the correct ones in time (I didn't understand the technical aspects why it can't be done so easily). Nowadays, if you write an article in Romanian Wikipedia and in it you put a link to an article whose name contains these special Romanian letters, it will not link to the article (yjat is it will stay red, as if there is no such article) because that article name is written with the "wrong" letters (namely with the cedilla under).
