Podcasts too quiet at max volume

Can anyone help me with a solution or workaround to this?

I mostly use my shuffle to listen to podcasts while cycling to work through noisy traffic, so I need the volume pretty high to hear the speech.
When I first got the ipod it was loud enough at max volume (podcasts tend to be quieter than music) but now I am struggling to make out the words. The traffic and my ears seem to be about the same, so I suspect the ipod.
I have searched here for clues. I already new about the max volume cap - and that is switched off. I read that there might be a limit hard-coded because I am in the EU, for safety reasons - could that be the problem?
Is there a bit of freeware that I could use to boost the volumes of the files before loading them to the ipod?

Mac Mini Intel Core 2 Duo 1.83GHz 2Gb RAM 320Gb HD, Mac OS X (10.5.6), External 750Gb, 2 x 80Gb firewire disks

I really thought you had solved my problem there - I didn't know about that option.
I put all my podcasts up to maximum extra gain and tried it when I cycled in this morning. Sadly, the volume was exactly the same as before - maybe the technique doesn't work on podcasts and is only for music?
