How do I do this?

Does the OmniOutliner package come in a disk image? If so, you can probably just turn that image into a Finder window - click on the oval shape in the top right of the mounted image window and your sidebar and toolbar should appear. Hopefully you'll have an Applications shortcut in your sidebar that you can drag the app into.

Some window types do not respond to cmd-w. The Inspector window floats above the Finder both visually and programatically. Because of this, it doesn't receive any commands.

Is there a keyboard shortcut or a trackpad shortcut for closing extraneous little windows, like Inspector, etc?

The same command that created the window, such as Command-Option-I, will close it.
