Keyboard enters wrong characters

Using Tiger on a G4, typing on the keyboard enters different characters (q => comma, w => period, a =>o, s => e, etc.). Numbers are ok. I tried different keyboard and mouse, no change. I did routine maintenance (zap Pram, permissions, files, etc.), no change. I re-installed Tiger (archive and install), no change. I did a new install on a second drive. Now the keyboard works OK.

I would like to go back to the original install. Is there something I can do to fix the keyboard problem?

In the "Input Menu" of "International" system preferences< scroll down and make sure US is the only keyboard checked.
