Do you mean the system proxy settings? because I don't think Safari has separate proxy settings in OS X unless you are talking about the Mobile Safari application. The system proxy settings are based out of the network preference pane settings.

How can i change it from my carbon application?

Hmmmm. Honestly I am a cocoa programmer, and my only attempt at some work in carbon ended badly. I would find the network preference pane settings file then have that read in, and isolate the part which contains the proxy settings, and have it write new into into it. I don't know where it is, but I would say that you would prolly have to be an admin to modify it with your application.
