You don't have to buy a new one. The fraying of the power cord was a known problem with early macbook pros. You need to either make an appointment with your local Genius Bar at an apple store, or call Apple Care about the frayed cord and they will swap it out for you for a new one. Note, you can NOT just walk into a store and ask them to do that. You HAVE to have a Genius Bar appointment or call apple care itself.
