Stuck at Keyboard selection.

Ok, here's my issue. I just recently reinstalled Mac OS X 10.4. I have gotten to the Getting Started screen and everything is fine and dandy until I hit the Select your Keyboard section. So I select Canada and hit continue, and wait. The longest I waited for this to respond has been half a day. I got to this part of the installation before I went to school, came home and it was still stuck there.

I don't know if it's bad disks(it is literally the first time I've used them) or if there's an issue with the keyboard. Unfortunately it's my only USB keyboard, so I can't swap out known good for suspected bad.

EDIT: I am able to go back in the installation, and the keyboard responds to the up arrow and down arrow while trying to select anything. I have also tried restarting, and running the reinstall again, in case a file did not copy over correctly, and still, same result.
