my questions
1. how do i know if i have a 48khz or 44.1khz track?
2. is there a certain way i have to apply the limit or compression?
3. the headroom part, is he asking me to lower it 3 notches down on the volume slider?

This is all very subjective stuff - but if you need a starting point:

1. Go to File->Project Settings->Audio. The Sample rate of your session will be displayed here. Good mastering houses should be able to accept material at any Sample Rate.

2. No certain way of applying a limit. I suggest start with a Limiter Plugin on the Out1-2 Insert. (Dynamics->Limiter) Put the Gain at 0.0dB, Lookahead to 7.0ms and release at around 11.0ms but this all depends on your recorded material. When the track is playing make sure the limiter is not doing anything more than -2dB of gain reduction (unless you like the sound of it).

3. Make sure nothing clips on the Out1-2 fader. He is suggesting that the loudest part of the song never goes higher than -3dB from 0 (or clip). If not sure then just bring the master fader down so nothing gets near the 0.

Hope that helps.
